[webvmt] Status Update

1. Progress Made
    i. Posted description of dash cam demo [1] to Community Group which explains how binary metadata can be exported to a VMT file that is synchronised with front and rear video footage in a web browser.
    ii. Added comparison table [2] to vmt-sync-examples repo that highlights features supported by WebVMT and key differences to WebVTT.
    iii. Updated WebVMT Editor's Draft [3] with simplified interpolation [4] proposed in Community Group.
    iv. Raised WHATWG/HTML issue to expose TextTrackCue constructor in web interface [5] based on proposal developed in WICG DataCue.

2. Next Steps
    i. Continue participation in OGC Testbed-21 [6] to study collision monitoring use case using geotagged video from dash cam fleet.
    ii. Continue alignment discussions with OGC GeoPose SWG [7].
    iii. Continue participation in WICG DataCue [8].
    iv. Continue collaboration in W3C Sync on the Web Community Group [9]. 
    v. Continue community outreach and identify more activities to promote progress towards the standardisation track.
