[webvmt] Status Update

1. Progress Made
    i. Raised bug reports against HTML TextTrackCue support in Chrome and Safari to enable DataCue events in WebVMT.
        - Chrome #442390027 [1]
        - Safari #298227 [2]
    ii. Submitted proposal to OGC Testbed-21 [3] to study collision monitoring use case using geotagged video from dash cam fleet.
    iii. Created new examples to demonstrate how to integrate WebVMT sync commands [4] with DataCue cuechange events in a web browser for live screening use case [5] collaboration with W3C Sync on the Web Community Group [6] .

2. Next Steps
    i. Publish new cuechange examples in [vmt-sync-examples repo [7] and continue collaboration with W3C Sync on the Web Community Group [6].
    ii. Resolve outstanding issues to expose TextTrackCue constructor [8] and progress proposal in WICG DataCue [9].
    iii. Continue alignment discussions with OGC GeoPose SWG [10].
    iv. Continue community outreach and identify more activities to promote progress towards the standardisation track.
