Great discussion this evening folk, on the alignment/implementation of OMS ObservingCapability with SOSA/SSN.

However, since the discussion was triggered by an item early in the agenda, it meant I didn't get to berate you all about the failure to complete reviews of 4 open PRs

I don't think there is any substantive contention in any of these, but they need review so that we can merge them into the main branch.
