[webvmt] W3C Draft Note For Group Review

A significant update has been made to the WebVMT Editor’s Draft [1] in preparation for publication as a W3C Note. This is a deliverable item for the current Charter [2] and I’d appreciate feedback from the Group by 31 March 2023.

Development is still ongoing, but I've included the features which are sufficiently mature so that more implementations can be written to help support and strengthen the user community. These include synchronised data, interpolation, altitude, CSS extensions and a revised API.

I’ve raised a review issue [3] on w3c/sdw github so comments can be submitted. Many thanks for your time.
