Call for consensus: OWL Time

Dear group,

This is a Call for Consensus to release a new version of Time Ontology in OWL as a W3C Candidate Recommendation Draft, replacing the previous Candidate Rec from 26 March 2020.

This previous Candidate REC got stuck in the standards process (twice...) and never proceeded to Proposed Rec. We intend to now publish an update to this Candidate Rec, including a few small changes, and then move forward to Proposed Rec and finally Rec.


Just to clarify, there are two kinds of CR nowadays: CR Snapshot and CR Draft. A CR _Snapshot_ is like an old CR. Everything in it is CR-quality and ready for implementations. A CR _Draft_ has the status of a WD and should not be implemented. But as it comes after a CR Snapshot and typically is mostly the same as that CR Snapshot, it keeps CR in the name and also has a slightly easier transition to CR Snapshot compared to a WD. So, a CR Draft is what we are going for here.

The proposed updated version can be viewed at https://w3c.github.io/sdw/time/ and has three changes:
1. New [Section 6 - IANA Considerations](https://w3c.github.io/sdw/time/#iana-links), to support the registration of link relations in https://www.iana.org/assignments/link-relations/link-relations.xhtml
2. Three additional time-unit individuals for [Decade, Century and Millenium](https://raw.githack.com/w3c/sdw/issue1261/time/index.html#Individuals)
3. Improvements to textual definitions of [`before`](https://w3c.github.io/sdw/time/#time:before) and [`after`](https://w3c.github.io/sdw/time/#time:after)
