Re: 2nd ad hoc session about GeoDCAT

Understanding scope is obviously a key issue, and taking the leaf from the
W3C process and defining Use Cases and Requirements for GeoDCAT is the next
step.

This is real work - we really need the charter and SWG in place to do this.

Its possible that the UCR process will not identify any requirements that
can be addressed by a formal standard, and the SWG should vote itself out
of existence at this point.

Developing a draft GeoDCAT to explore the scope can happen in parallel - it
just cant be put forward as a candidate until it is grounded in an agreed
UCR
