QB4ST proposal to publish updated (final) version

Hello again

I've just made a couple of final minor edits to the QB4ST document (see
editor's draft http://w3c.github.io/sdw/qb4st/).

I would like to propose that we publish this as the final version of this
document.  Please respond with any comments or objections as soon as
possible, and in any case no later than 21 September, as we need to get
this out by the end of the month.
