Action 217 completed

Hi all,

I added a bit to section 9 of the BP to state which best practices are most relevant for those coming from the SDI community. I decided to make it a very short list of only those BPs I think are really key in that they describe the most important changes needed to open up data from SDIs to the Web. Below the list I mentioned that the other BPs provide more detail on specific aspects of spatial data on the web.
