Paper link for yesterday's coverage call discussion

Hi all

 Kerry highlighted one of the recent references provided by Peter Baumann
as something we should review in detail to inform our discussions of
performance and ontologies for coverage data.

At the time I didn't have the link to hand, but reminded myself after the
