BP doc FPWD - vote to release

Hi- at last nights WG call [1] we voted to release the BP doc as FPWD as it
was at 2016-01-13T20:00Z (i.e. the beginning of the call). Yay - and thank
you all for your positive votes!

The eagle-eyed amongst you will notice that I am continuing to process the
comments received so far during the week to Wednesday (alas - I couldn't
process them all in time for the vote!).

As agreed with @phila, I created a snapshot of the BP doc [2] which is what
@phila will use for the FPWD release. I continue to work on the Editors
Draft [3] ... and, in fact won't merge my changes into gh-pages (and hence
become visible to you all) until @phila gives me the green light that he's
happy with what he's got for the FPWD publication.
