Subject: Cleaning up OWL-Time document

I’ve just moved the change-log, and the list of requirements to Appendices (too distracting at the top of the document) and have cut and pasted all the notes referring to requirements out of the body and into this appendix.
The only obviously unresolved issue remaining in the body of the OWL-Time document now is the question I posed yesterday about :DateTimeInterval and :xsdDateTime (I want to deprecate the latter).

These editorial changes have been pushed to the branch

simon-time-close-issues-1-4-5-9

which I started two days ago. I will merge these into gh-pages later today if I hear no objections.
