RE: [w3c/sdw] SSN - move description of SOSA before SSN ontology (#465)

Krzysztof,
I appreciate that a simple mistake was made, and one that is easy to make.  However, as the broader group would be aware, this mistake came on the  tail of a long and ugly trail of mistakes and  carelessness and non-consultation  in the rush. SO Many. We editors have to do better. Much better.

It is not just a matter of fixing this mistake, as you would know from the F2F meeting last week. As you know we immediately  put in place a step at the meeting to assist with this.  As you know, I have proposed a series of additional checks to put in place amongst the editors and would greatly appreciate comment and adjustment of those and shared ownership to achieve something we can work with.

Yet again we have a non-editor updating the ssn ed draft.

Kerry, let us please be as positive and respectful as we can in our communication, otherwise people will stop spending hours and hours of their time to collaborate with us. A mistake was made, lets fix it and move on.
