SDW,
There was a proposal put in the meeting to place SOSA ahead of SSN in the SSN spec.  Personally I agree with this, but firmly believe we need to fix the chaos of unapproved changes and faulty merges and various other clobbering that went on over the last week first. There are a good few other obvious improvements to make too. However , I do not support this change for the Working Draft.  I would, if we had fixed all the other stuff first, but I don't want to add to the mess.
