RE: [w3c/sdw] SSN - move description of SOSA before SSN ontology (#465)

I just noticed what I did and sent a separate mail describing and apologising.
It is because I am also working on OWL-Time and got the Git push and pulls tangled up. It was a genuine mistake.

In the course of this latest mistake I think I have finally figured out how I should have been using Git. It is a complex tool, and unfortunately appears to make various kinds of accidents possible. The only way to prevent them absolutely is to have multiple repositories and limit permissions.

Fortunately, in this case I believe the mistake is probably not harmful, since all parties had already agreed to this particular change, but certainly should not have happened this way.

However, we all need to have a little patience and recognize that everyone is doing their best (in some cases on multiple threads).
