PR for EO-QB comment

hi - git pull request ready to follow up from today's meeting.

 limited change to discussion of the scope of QB4ST and updated the
namespaces (in docs and RDF files) to match Phil's proposal.

i think these are pretty safe to pull.

Phil - the ontology is at: http://w3c.github.io/sdw/qb4st/ontology/qb4st.ttl
can we just redirect to there - or do you need to clone it?
