RE: Publication Request, Spatial Data on the Web UCR (NOTE)

Well, I know that all of the email replies from the Geosemantics DWG were in favor of recommending the TC release the SDWWG UCR second public working draft as an OGC Public Report and Scott got the TC approval moving. His wording to the TC was: 

"the Geosemantics DWG recommends that the TC approve release of OGC 15-074r1 as an OGC Discussion Paper. If no objection is received by 17 December 2015, then the Discussion Paper will be considered approved."

No objections yet; if none are received before the end of this day (in which time zone I don't know), we have a go.
