widlproc moved to github

I was informed that http://widl.webvm.net/ (where the current widlproc
SVN repository is hosted) might be taken down in the upcoming weeks.

I have thus copied the source code for widlproc and its history to
github: https://github.com/dontcallmedom/widlproc where I'll push
updates to the code from now on.

As a reminder, widlproc is a command-line utility that transforms Web
IDL fragments into XML, and also serves a basis for the on-line Web IDL
checker: http://www.w3.org/2009/07/webidl-check
