signed 8 bit type

For WebGLByteArray, WebGL is better specified with a signed 8 bit integer
type. Can we either introduce the 'byte' and 'unsigned byte' types in Web
IDL, or make 'octet' an 8 bit signed integer type and add the 'unsigned
octet' type?
