The reason I bring this up is that Schema.org has traditionally avoided the Commercial / Public overlap when it comes to Properties. You'll only get a hint of something being of Public or Civic Commericial in nature at our Type level. This was the case of Museum and many other Types as well... some Things in this world have a commercial interest and some Things are governed or administrated by a government authority.
