This spec has been updated and fleshed out quite a bit.  Section 4 now
includes reading, writing, access control, signatures, claims and
endorsements.

There's been some interesting discussion on the web payments list about
using various read write technologies such as PATCH / PUT / DELETE, SPARQL
Update, Talis Changeset etc.
