A new W3C group just launched to propose APIs that allow for secure
identity federation across domains on the open web:

The work relates to the Secure Messaging (HTTP Keys) work we're doing here:

I've also now talked with close to 8 different organizations from a
broad set of communities that are very interested in being able to not
only have an identity online, but also to annotate this identity with
various pieces of information. The use cases include:

* The ability to store Know Your Customer (KYC) banking data with an
  identity.
* The ability to store endorsements along with an identity (this person
  is of legal drinking age, this person has a commercial drivers
  license in the USA, this person has a credit score of 680 or above).
* A community or state run, privacy protecting, identity program.
* This person's payment processor is X.
* This person's CPR training is current.
