Transitioning specs to Working Group

Coralie sent out a message as to whether there are any projects that wish
to transition to a working group.

Since WebID seems to be getting quite close, as is LDP I think much is
covered in those two groups.

Of the read write projects I said to Coralie that is may be a bit early,
but if there's anything anyone wishes to discuss in more detail with a view
to creating a charter please let me know!
