I intend to merge it within about a week. I also opened two new issues and closed the one related to the message stream definition: https://github.com/w3c-cg/rsp/issues After the meeting, I noticed that we had already discussed the blank node identifier question before, and it was already answered in the spec! The aforementioned PR makes this a bit clearer. I encourage you to make PRs to help with any issues you see in the spec, or just voice your opinion in the issues.
