What is the intended meaning of the following functional requirement (§2.1.1 requirement 5)?

The RDF stream model should be susceptible to be restricted in order to facilitate implementation and support efficient representation.

I suspect that the text "in order to facilitate implementation and support efficient representation.” is a justification for the requirement and thus should not be part of the requirement. The text "The RDF stream model should be susceptible to be restricted” is an incomplete sentence.
