[RSP] Poll for fixed week day-time of bi-weekly calls

Hello all,

As suggested and agreed in the last Telco, we will fix a day for our
(Bi-weekly) phone calls. There is a doodle for filling your preferences, we
have selected the most frequently selected hours from previous polls:

We hope this will make it easier for everyone.
For your information, the next RSP week is the one of 2-6 Dec, and then
16-20 Dec.
Also, we will make sure a  designated scribe will be available for each
telco.
