Question for y'all: *Do you particularly want to invite comments in the email announcement?
*Usually we do not include the commenting info in the email for the final Note publication -- especially now that there is "Feedback" in the top info of the document. However, if you want the commenting info in the email announcement for the CTAUR Note, I'm totally fine leaving it there.

I made minor tweaks to the email announcement <https://github.com/w3c/ctaur/blob/note-publication-messaging/messaging/2.wai-e-mail.md>, drafted the W3C news <https://github.com/w3c/ctaur/blob/note-publication-messaging/messaging/3.w3c-news.md> (which will be the basis for the WAI news), and drafted the Mastodon toot <https://github.com/w3c/ctaur/blob/note-publication-messaging/messaging/6.toot.md>. I welcome input.
