Updates to machine learning and generative AI

To the RQTF

I've tried to make the most of our break by updating our draft guidance for machine learning and generative AI. Janina is kindly helping to put the changes into GitHub, so the changes are on their way, but here's a quick overview on what's been done

  * Updated the generative alt text for images and recent screen reader integration improvements
  * A short new section about the potential of AI accessibility portals capturing emerging tools like the one Janina shared with us
  * Connecting our references wiki with content in the draft which will significantly improve the literature being referenced
Also, regarding the meeting this Wednesday, it is my wife's birthday on Wednesday so while I'm still hopeful to make the meeting which is 9pm my time, it's possible I could be a little late.

Thanks everyone

Scott.
