Re: Collaboration Tools, section 6.3

Just pushed to the Editor's Draft ... Additional id hrefs were we didn't
have them previously. We can now point directly to any section.

NOTE: Our H2 on Version control is the only exception. That one doesn't
seem needed as the H3 that follows immediately has an id href.
