[Maturity Model] Feedback on performance metrics

Hello,

Thanks for the first draft of the Maturity Model for Accessibility. This is a feedback comment for additional input - Github is acting up for me.

The performance metrics in employee performance plans for the maturity model are really, really helpful and great. It would be very helpful especially if that item was fleshed out with some sample role-based metrics and common ways of measuring/assessing performance - oftentimes we see "make things accessible" as the only metric with very little specificity.
