Essentially correct, but see a few more details below.

I will need to check the new 2021 process doc, but I believe we first
update and publish as a First Public Working Draft requesting comments.
I propose we might be able to get that done even this calendar year,
with comments due mid to late January.

>   2.  Republish as a Working Group Note, if approved at a Call for Consensus.

Yes, once we're done with edits and responses to comments.

>   3.  Request elevation to W3C Statement status.

Note that this request would now come with two specific requirements:

a.)     Obtain Horizontal Review signoffs.
b.)     Formal approval via the AC and the Director.
