New XAUR feedback from COGA

Hi all,

[+ APA chairs, RQTF facilitators and Rain Michaels]

We have some substantial new feedback from COGA on the outstanding XAUR 
issues. Each Github issue is preceded with a #.

Jason/Scott, can we please queue these for discussion at the next RQTF 
call? Apologies if this is complicated, I'll walk everyone through these 
items on the call next week for clarification. Happy to also answer any 
questions I can and discuss on list also. Please do mint new threads for 
different topics.

I've added a link to the direct comments from Rain and others, which are 
providing very helpful insight to progress these discussions. Note, I 
also attended the COGA call today, and will do again over the next 
couple of weeks just to help facilitate discussion and resolution.
