Synchronization Accessibility User Requirements - bibliography

Dear colleagues,
Although issues remain to be resolved, I have now created a pull request that converts the bibliography in Synchronization Accessibility User Requirements to the W3C SpecRef format.
Thanks are owed to Josh for doing the majority of the work on this conversion, as proposed at the most recent RQTF meeting.
