Remote meetings wiki restructure work

To the RQTF

I've completed a very rough initial draft of the remote meeting wiki restructure. Judy and I had a chat about it yesterday and feel it's now in a good place to share with RQTF for discussion and feedback ahead of Wednesday's meeting. Please don't worry about editing any changes at this stage, Judy and I will look to move the document into a more appropriate place for creating formal comments and edits after the initial discussion. If you do have a chance to read it though ahead of Wednesday that would be great.

Few notes about the document:

  *   I've restructured the wiki based on the existing content and feedback from my peers that have read through the wiki
  *   Essentially all the content fits into three categories in terms of meeting delivery:
     *   Accessibility of the remote meeting platform
     *   Accessibility of the content shared in meetings
     *   Accessibility awareness of the host and participants running the meetings to prepare, enable features, etc.
  *   Separate to these sections related to delivery is a procurement section.
  *   I've written an explanation defining remote meetings, separating out typical remote meeting platforms like Zoom, embedded remote meetings platforms such as event hubs and LMS platforms, and immersive remote meetings which happen in XR
  *   From there I've gone through all the content and separated it into existing W3C guidance and new guidance
  *   The current structure would allow for the document to be a complete document in its own right, or it would be very easy to pull out sections 2, 3 and 4 as separate documents to develop.
  *   All discussion points I've put in the Appendix. Many of these have been addressed
  *   The reference section hasn't' been updated yet with the sources for definitions, additional guidance, etc.
  *   Since the first draft was created I've also made some additional tweaks after a really helpful discussion with Judy.
  *   Importantly this is a very, very early draft, about a 3 out of 10 in terms of a completed document so there's quite some way to go. Hopefully though the broad structure in which content can be placed is improved to a point that the work can move forward.
