There was a earl working group a while ago, and we can use that.

Thanks for this. You pose a good question, and I am taking the liberty of forwarding this to the APA WG (Accessible Platform Architecture WG), who is the 'parent' to two potentially relevant Task Forces: the Personalization TF and the Research Questions TF.

It does intersect w/ that work, but I think the larger benefit to a11y
is that a Verifiable Credential enables an individual with accessibility
needs to declare those needs in a machine readable way, and in a way
that an authority can assert to be true.
In other words, you can interact with a website and state "these are my
ADA accessibility needs as tested by XYZ Testing Company", and then the
website/software could craft the experience accordingly.
My hope is that we can work with the a11y community to create an
Accessibility Needs Verifiable Credential in the coming year or two that
can be used during log in to sites like US Veterans Affairs, hospitals,
epublishing sites, etc.
What will be the most effective way to make that happen?
