Main wiki page reorganization

As proposed at this week's meeting, I have started to reorganize the main Task Force wiki page:

At least for the moment, I have kept the full list of Task Force documents. However, I have added a better organized section on work in progress.

You are welcome to make changes or to suggest revisions.
