I propose that we accept the reorganization put forward in the branch at

and discussed at the meeting last week, then proceed to work on enhancements based on comments received in response to publication of the draft.
If you have any observations concerning the proposed reorganization, or background research ideas related to comments received on the draft, responses via the mailing list are most welcome.
