Call for Consensus (CfC): forward draft of CAPTCHA Note to APA Working Group for further review and development

This is a Call for Consensus (CfC) of the Research Questions Task Force, proposing to forward the current draft of the Working Group Note on CAPTCHA to the Accessible Platform Architectures (APA) Working Group for further review and development.

In the process of forwarding the draft to the wider APA Working Group, it is further proposed, as discussed at the meeting, to commit the document to a revision control repository hosted by GitHub, and to make desirable editorial changes, including changes designed to align the draft with W3C documentation practices.

This CfC is now open for objection, comment, as well as statements of
support via email. Silence will be interpreted as support, though
messages of support are certainly welcome.
