To the RQTF list

As mentioned in the last teleconference I'll be an apology due to being on a plane.  I'm especially sorry to miss this one as I saw the web of things on the agenda and I'm undertaking a related research project at Curtin University starting in January so can add some thoughts on this in the future.

I've spoken to some researchers who have expressed some interest in the RQTF but as they are not familiar with W3C processes are seeking more information about how in practical terms they can gather information in the work plan and contribute.  To take CAPTCHAs for example:


*       What specifically is being asked?  Is it a lit review, undertaking specific research based on pre-defined questions or just throwing in some possibilities?

*       In what format/structure should such information be provided?

*       How does the information get picked up by other W3C groups and how is the original author ackolwsged?

I'm also quite new to W3C processes so it'd be good to get clarification on these things so that there's really clear guidance on how people can get involved, what the expectations are in outputs and how those outputs can be delivered.
