Harold - not sure if SPIN is really more of a PRD issue than a RIF issue. >From what I can see it is more an implementation of RDF-referencing rules via SPARQL-defined conditions. It would be interesting for the SPIN submitters to explain why they cannot use RIF or how RIF relates to SPIN...
