PR transition work item remains

The internal (W3C) review of the RIF PR transition request was successful pending one todo item: it was noted (correctly) that the new appendix to FLD (the appendix on Herband structures) has not been reviewed.

Stijn Heymans has agreed to look at it and post a comment on the public comments list.  We need (at least) one more, not from one of the editors, preferably internal.  Mike Dean, your name seems most prominent, next most likely would be Jos.

Need this asap - within a few days.  It is a short section and pretty straightforward.
