updated xml for owlrl appendix 6 rules

Updated versions of the ps and xml files, with annotations included, are at
[1].

I made the following changes to the ps copied from the appendix:
  - added a base directive: Base(<http://id>)
  - removed unused Prefix directives and changed xsd to xs (rif document
conventions)
  - changed Forall?x to Forall ?x  (added a space) to  the eq-diff3 List
rule
  - added 2 right parens to the end of the List rules
