[RIF] Decision to publish RIF in RDF as FPWD and new WD of XML-data

All,

This email is to record that the WG has decided, with 7 vote in favor 
(Harold, Mike, Dave, Paul, Michael, Chris and Leora) and no objection, to 
publish, along with the new RECs
- a First Public Working Draft of the RIF in RDF specification [1], and
- a second WD of the RIF combination with XML data [2].
