7. XML synatx for Import (25 mn) 

- The WG passed a resolution during F2F13 [5], that states that "In the 
XML syntax (for Core, BLD, PRD), the xml-schema type of both arguments to 
import is an anyURI -- NOT rif Const element(s).  Harold would like us to 
reconsider that resolution.

  * Shall we overturn that resolution and change the XML syntax for Import 
to comply with full-stripping?

- How to encourage testing?
