  * Keep the one in SWC and remove the one in Core?

- XML Schemas
  * the location and profile sub-elements of the Import element should be 
of type xs:anyURI, not Const
  * Either the args sub-element of Atom and Expr is optional, and its TERM 
content is minOccur=1; or it is required and its TERM content is 
minOccur=0, not both.
