We discussed yesterday - over lunch I think - the various datatypes supported by OWL, e.g. that OWL introduces a new dataTime subtype of xs:dataTime where the timezone is obligatory. a) Shall we adopt this datatype as well? b) Since such a datatype seems to be of broader interest than OWL only, I'd tend to suggest to OWL to go for a similar solution here as rdf:text, to choose a more "neutral" name, suggesting something like: xs:TimeStamp or xs:dataTimeTZ Opinions? Wil bring this up together with the DTB discussion this afternoon.
