[Core] Core telecon Monday, November 10 - Notes

At the Core telecon on Monday November the 10th we discussed the current 
state of the RIF-Core draft. Raw notes attached (we did not assign a 
formal scribe so the notes may be hard to follow).

The main discussion was around Michael's request to radically shorten 
the document by better reference back to BLD. Michael took the action to 
implement all of his proposed changes over the next week in time for a 
Core telecon Monday 17th. If those changes are acceptable to the rest of 
the editors it is possible we may be still able to make the deadline of 
18th Nov for a WD freeze.

Dave
