[RDF-OWL] new version RDF and OWL compatibility document

Dear all,

I finished a new version of the RDF and OWL compatibility document [1]. 
  It now includes proofs for the embeddings in the appendix and takes 
into account all comments I've received so far.

As far as I'm concerned, it's just about ready for last call.

Obviously, the document might need updating if BLD or DTB is changed 
(already one likely change is identified near the end of section 1). So, 
the document will not be "ready for last call" before BLD and DTB are 
frozen.
That said, I do not expect many changes in either of the documents 
affecting SWC.
