fixed a link in Core -> BLD

It was 

    The XML syntax of RIF-Core is a subset of the [[BLD#sec-xml-core|XML
    syntax of RIF-BLD]].

which is a broken link.  I changed it to 

    The XML syntax of RIF-Core is a subset of the [[BLD#sec-xml-bld|XML
    syntax of RIF-BLD]].

which I'm pretty sure is what's intended.
