odd meeting time next week (for Europe)

Folks in Europe will find that the RIF meeting next week (30 October) is
an hour earlier than usual, because they are shifting off daylight
saving time one week earlier than the US.  After that, the time zone
offsets will be in sync again, and we'll be on our normal schedule.

See the World Clock [1] and recall this has happened several times
before [2] [3].
