ACTION-291 DONE

Hi,

in response to my action to create a wiki page and list builtins from F&O:

I have started a list of functions and operators from the 'XQuery 1.0 
and XPath 2.0 Functions and Operators' document:
http://www.w3.org/2005/rules/wg/wiki/List_of_functions_and_operators

It might be the case that more explanations are needed/desired, but 
perhaps it is better to decide on the listed F&O before explaining them 
in more detail. I added explanations or comments where I considered 
necessary.
